They've got an urban decay problem in at least some parts of the city. Nick's drinking chair next to the bridge had a lovely view of an old broken down warehouse (which was actually the Wild Times amusement park building from a previous concept), and Judy's apartment was shitty. There's also an organized crime element in the city, as exemplified with Mr. Big-- not to mention there are the rundown parts of the railway system where a rolling drug lab was able to stay hidden.
There's some seedier underside of Zootopia that was only really hinted at in the movie. How far it extends, we don't really know, but then again the movie only showed Judy's first case that wasn't parking violation related. They mention officers in the ZPD having SWAT duty, and that means that some potentially serious shit happens once in a while.
It'd be great if we could have a TV series that really explores all these ideas with more detail than the movie had time for, although I'd hardly expect anything particularly gritty if it's a show that is meant to be kid-appropriate.

the issue is the movie is an unstylized look at anthropomorphized animals and such a romance might weird out regular moviegoers who never thought about the implications of such a thing. Take for instance Madagascar where a giraffe and a hippo fell in love. No one blinked an eye, but that movie followed many cartoon animal cliches most importantly of which was it glazed over details like how they can be civilized and talking but still be wild animals. Zootopia is not like most cartoons where the only important details regard the movie's metaphors and moral, it is a properly fleshed out fantasy that explores aspects of its world not normally considered important in children's movies. This attention to detail I think accounts for the movie's popularity; everybody likes it when fiction takes itself seriously and fleshes out its world and characters beyond what's expected, but that can also be considered self-indulgent when it's secondary to the overall message. Nick and Judy come off as real people with actual chemistry that serves no purpose other than to indulge fans of the movie, and that is blatantly furry and thus kinda creepy. We don't want to see Nick and Judy fall in love because it's an affirmation of our real world values, we want to see it because they're cute cartoon animals who make an attractive couple and it's evident the movie's creators think the same thing.
tl;dr
every animator at disney pops a boner at the thought of making Nick and Judy kiss and with the internet bringing the mentality of furries to our culture's forefront this would be very apparent to most people if the sequel was about their romance. I doubt Disney hasn't thought about the implications of crossing such a line.

At some point they just decide to hang out for non-work related purposes, like for a dinner or something. It comes out that all the flirting and teasing they were doing for so long was for real, neither of them were wiling to confirm it till now. So now they know they really, really like each other.

In a world where a lot of women are shallow, yes. Judy is just a gal. It's not like say, going on a date that you awkwardly put together by asking some random woman, or a friend hooked you up, and spilling all your spaghetti talking about things that emotionally scarred you in your life.
