If I remember right there is a throwaway line in the Avengers that they have him in some kind of deep cryo stasis in the arctic. Doped up on enough drugs to kill an elephant and kept frozen solid in arctic ice would probably be enough to keep him contained, he's not as strong as the Hulk.
