I love T-Bolts as much as the next guy, but there's no way that's what they're directly transitioning Zemo to so early on. f I were a betting man, I'd say he shows up throughout Phase 3 to set up the Masters of Evil to face off against the Avengers while working for Thanos in Infinity War pt 1 before then turning on Thanos with all of Earth's heros in pt. 2 and then having the Thunderbolts be one of the first Phase 4 films.

Gunn has gone on record as saying he wanted to do Thunderbolts if Guardians was a hit, and we've seen Marvel reshuffle their release order to add a Spider-Man and another Ant-Man.

So my big fan pipe dream is that Civil War will break up the Avengers, and Zemo steps in with the Thunderbolts.
