He's supposed to be

DC stands for "Detective Comics" after all. They used to write detective comics.

He probably shouldn't even be Justice League tier to be honest, except maybe as the brain of the group, but certainly not in a combat sense.

His popularity has made his ability rise exponentially over the years though. Now he's not so much a detective as just an everything.

I believe Batman has admitted that Elkngated Man is better at solving weird mysteries than he is, but outside of that speciality I don't know how they compare. They'd be very close at least, when it comes to normal detective cases.

Sherlock Holmes can solve mysteries with just a laptop and smartphone. Batman has to have all the billion dollar resources of Wayne Enterprises plus years of secret and specialized training just to match him.

Also, in the DC Animated Universe, Batman considers The Question to be the best detective on the Justice League, to the point that he had the Question become the head of the League's investigation into Cadmus. Really, DCAU Vic Sage's only problem is his conspiracy theorizing (which, apparently, seems to be at the very least partially right, considering he was right about Emil Hamilton switching sides and cloning Supergirl, as well as Baskin-Robbins having made a secret 32nd flavor; no word yet on the Illuminati, boy bands, toothpaste, and aglets, however).

He's only the best if you include manhunting with being a detective.

I don't really think there's a single best detective, though. Batman, Chimp, Question, Dibny, they all seem equally competent. Batman just gets the moniker of "greatest" because he does a ton of really high profile cases, from dead kids to dead gods.

He's not even the best detective in the DCU
