Despite the way this ends, the whole sequence treats Jack really fairly and lets him shine. It's almost as if when it's a foregone conclusion, you don't have to shit on the other guy.

I wouldn't be surprised if this sequence was what caught DnA's eye and that's how Jack's plot came about. Because he otherwise had no goddamn reason to be there.

That's very true, and Lemire, at least, did the best kind of research by going and talking to the communities he was drawing from. But IIRC, with Red Wolf? They pussied out and didn't even make him from a specific tribe, which is just not the way to do it at all.

On the same lines, I admit that the fake Middle Eastern countries make me a little uneasy these days; I get not wanting to step in it too hard, but it can also come across as not daring to make a character with real import.

Fake Middle-Eastern countries, tho. It doesn't bother me if the story isn't using it as cover to be slanderous without naming names; Khandaq follows in a long tradition of fictional DC locations specifically designed to maintain a suspension of disbelief, and when it's a monarchy it's comfortably its own thing. When it's not, I can see where it's more sketchy.

But also, if a writer is going to go in admitting they're ignorant, it's slightly better to be ignorant about a fake place than a real one. That's the ultimate fail-state of writing fiction, fucking up basic details on something that actually exists.

Wolverine, being the guy who basically sells himself as "the one who does the horrible things nobody else can be sen doing" decided to go on a one-man hunt to find him, ignoring Cyclops's orders not to get in the way of the humans' war.

He finds Nitro, beats the shit out of him, but then Atlantians show up, wreck the both of them, and capture Nitro (remember, he killed Namorita, a sorta-member of the Atlantian royal family). Eventually, he lets Namor keep Nitro (almost explicitly to torture him painfully) in exchange for who made Nitro so strong, because he's never been strong enough to basically nuke a town in one blast.

Damage Control gave him MGH to increase his powers, cause more destruction, and get them more work.
