You're forgetting that a proposal is just a proposal. She wasn't asking for a wedding then and there. She *knows* that it'd be impossible.

But a simple proposal? Even in hectic situations, it's not impossible.

Plus, this is probably an example of reverse irony, in that Felicity better knows the inner workings of Oliver Queen than we, the audience, do. Watch the scene again: she's not worried that their relationship is on the rocks. But she realizes that Oliver didn't propose because he figured Felicity might want out, due to the danger/stress of their jobs.

It's easy to be anti-Felicity in this case, but her point would be just as valid if the both of them were police detectives in Gotham. Of course their lives are going to be hectic, but you can find time. Of course their jobs are dangerous, but they both signed up for this. It's on Oliver for thinking Felicity wasn't all-in.

Felicity went from funny tech support character to a romantic interest and this causes some level of soap opera drama, which makes /co/ go on an autistic REEEEEEEEEEEE mode. It's consistently happened on every season with female characters, first it was with Thea, then it was Laurel, now it's Felicity. Even when Oliver's being a dick, /co/ automatically takes his side and mansplains him to be right.

Her role was basically to be the team's "conscience", but it backfired since they were in desperate times and pretty much had to do everything at their arsenal. Combined with the fact that her relationship with Oliver was constantly on the rocks, it made all of her "conscience" moments seem like nothing but bitching.

This season, however, is different. Her role here is to help Oliver be a better person (someone who leads a full life) and a better hero (someone who can trust his team). There hasn't been much outright bitching, but she has had moments of negativity. The difference is that Oliver is now more clearly in the wrong.

/co/ hasn't forgiven S3, so most anons still hate her even though she has a reasonable role now. They'll also say, "Oh but I've ALWAYS hated her!" But deep down, they know that it was a casual disinterest at worst and that it was S3 that morphed it to full on hatred.
