yes and no. I like it when there's a sort of escalator going on. The most powerful villains reach the point where they aren't even villains anymnore, they have become gods or gotten what they wanted or whjatever and no longer care for the affairs of mortals. The villains weaker than them then get a power boost or just a well written run to establish them as a ore serious threat, and people get 'promoted' so to speak. This then opens up niches near the bottom of the totem pole to introduce new villains that have yet to make a name for themself.

Hickman had new villains through most of the Avengers run and people here made fun of him for it. It's the catch 22 of comics because big 2 readers are thirsty for repetitiveness. It's a culture of people that only want the band to play the hits.

Vegas Thirteen is my favourite new Spider-Man villain though. It'd be interesting to see him stick around and try to adapt to modern organized crime with his old-fashioned values.

Nope. Remember how /co/ started to slightly pay attention to SM/WW when Circe was announced? That was nice. And ealier, during villains month people were mostly praising the idea of Cheetah being able to solo the League, which surprised me. I guess everyone somehow knew about her having Speed Force.

And now it looks like Legend of Wonder Woman is going to bring the Duke of Deception out of storage. Here's hoping this trend catches on.

But those happened mostly because Spider-Man foiled some big operation that cost Kingpin/Silvermane/whoever millions of dollars, leading to them hiring mercs to take care of the wallcrawler or at least keep him occupied and out of their operations, and when that didn't work and Spider-Man realized why he'd go after them with even more reckless abandon.

Considering he gets involved with the Kingpin, Mr. Negative and Tombstone, it does make sense to have a story or two where Spider-Man is involved

Of all the neglected Wonder rogues, Paula von Gunther makes the least sense. She's got built in sympathy points for all the "did nothing wrong" crowd. Though I suppose grey morals don't fit too well with status quo.

She'd be a better antagonist than Evil Percy Jackson at least. Still can't believe that's the best Finch could come up with. Goddamn.

Depends on how they are used. The Rogues in Flash are basically supporting characters in some runs. I think making recurring villains gives writers a chance to develop them.
