Post escape, Roman is on the run. He can't get help from Cinder since she's shown no intent of helping him out from his cell, and setting off the train early (based on Emerald saying it was supposed to get done days later. it was likely supposed to happen when there were no Hunters in the area to prevent the bloodbath) seems to be the only actual time her plan fucked up.
He can't start a new gang since he's now a criminal actively being looked for by the Atlas military.

So he just spends his days chilling in bars, one day meeting Qrow.

They develop a Barry Allen and Leonard Snart like relationship, being genuinely friends while not knowing who the other is.

The problem is that we know NOTHING about her plan. We don't know her goal, and we don't know what the steps are.
To give another example, Aizen. We get a fairly decent idea of what he wants fairly early on. Dude wants to be God. It's vague as fuck, but it's SOMETHING.
Unlike Xanatos, another example of "Just as keikaku", she doesn't have the charisma to be entertaining aside.
