That we do not know. All we know is that Thawne failed to kill Barry, his speed force ran out (lol) and he's been stuck for 15 years because Flash was nowhere to be found. Thawne had to recreate every variables necessary to make the Flash happen. Now he's draining the speed force from Flash with the tachyon device in hope to go back to the future (lol) and attempt to kill the Flash again. But obviously he has to make the Flash happen or he has no purpose.
