In-story, there is something clearly wrong with the way Highfather is acting. Multiple characters on the side of the New Gods have voiced their concerns on this, and even rebelled. It's obvious that this presentation of them is not going to be their final one. They're not going to win, they (specifically Highfather) are the antagonists of this story. The Lanterns are going to win. Duh. So yes, they are acting 'off'.

But it's not like this is something totally brand new. It grows organically from the way Azz portrayed them in Wonder Woman, and aligns just fine with Infinity Man and the Forever People. The overall narrative of these New Gods isn't even near completion, and I'd genuinely bet money that once Convergence ends, we'll get a Didio/Giffen New Gods title that will focus on them becoming like the New Gods of old. There've been too many voices damning Highfather's authoritarian rule in universe, and there's just no way he's going to win. Stop looking at these New Gods as if they've traveled through everything the old ones have, they're getting there. This universe is still fresh, we've got plenty of time to explore these new interpretations and the new directions the characters can take.

I'll readily admit, if this was going to be a 100% static interpretation of the New Gods and Highfather that would never ever change ever, it'd be bullshit, but it isn't. I can't see it like that.
