They're called "speculaas" in Dutch, where they're from. They have a mix of spices in them which give them their flavour. These include:
8 parts cinnamon
2 parts nutmeg
2 parts ground cloves
1 part white pepper
1 part ground ginger
1 part cardamom
Then the actual recipe is basically just normal cookies.
1 cup unsalted butter, softened
2 teaspoons vanilla
1 cup white sugar
1/1/4 cups dark brown sugar
2 large eggs
3 1/2 cups flour
2 teaspoons baking soda
1 teaspoon kosher salt
2 1/2 tablespoons of the spice mixture
Baking process is just your standard creaming of butter with the sugars, adding the dry stuff, kneading into dough, chill dough for couple hours, roll out and shape into cookies, then baking at 350 for 10-15 minutes.
