Not always. I've been to mexican restaurants that make their own chips from nixtimalized masa. They aren't free, however, but they're very good.

I know there was a big scandal several years ago where some korean restaurants were busted for recycling the banchan side dishes which is even worse than recycling chips since people dip their chopsticks in it.

Only dogshit places MIGHT, and you can spot those generally quick. Putting out chips and salsa is a money saver for places since people will want to buy a drink, and then fill up a bit before the food arrives and not take full note of the serving size they just got jewed out of
