And haven't used my real oven since apart from cakes/birds. Easy enough to bake salmon, cookies, pizza, any shit. Heats up to 350 within about 5 minutes.
Try craigslist, ebay, or some garage sales; sure you'd fine something in your price range.

I used to make a half dozen at a time in my old toaster oven, but it did have a temp control. hell I would make a double batch of dough then scoop out all my cookies on a half sheet tray and freeze them. after they froze solid I'd put them in a bag or air tight container and get out six at a time for my little toaster oven. cook them from frozen
You don't need an oven. What people don't realize is that most cooking appliances can be interchangeable with a little finesse.
Over the past few years, I've been making my cookies using a frying pan, or a large pot if you want to make a large batch. Just put aluminum foil on the bottom of the pot/pan and aluminum foil on top of each layer of cookies you want to do.

Just replace your toaster oven, most come with a temperature control now. I used to bake entire 8x8inch cakes in cheapass ~$40-ish toaster ovens as a teen with 0 problems.
