Nope. But it will have picked up flavors from the fish.
The problem with adding oil to fish packed in water is that the oil doesn't really soak into the fish since oil and water don't mix. Better to buy fish in oil, discard the oil if you don't want it, and then add your own oil.
Though it's also a bit odd to talk about "quality ingredients" with respect to canned fish. The overwhelming majority of canned fish is pretty crappy. There are some good brands but they can be outrageously expensive.
