It's specific terminology to the garbage plate. I didn't get it at first, but I wouldn't describe it as tasting like chili. It definitely tastes like beef simmered in hot sauce, no trace of chili powder or tomato if memory serves.

Its called meat sauce in NY. And it has a unique blend of spices (ie cinnamon and clove among other things) that give it its special flavor
