The POS nowadays automatically figure out the change, sometimes they even make the change for you - all the cashier has to do is input the amount given.
Affirmative action doesn't happen in fast food places unless they're high-income area places where the demographics skew too much towards white - they will hire token minorities.
Otherwise they'll hire the first person with six months of recent, consecutive work history in fast food, or the friend/family member of a solid employee.
If any part of your story is true, it's that the cashier couldn't figure out how to operate his POS, likely a new hire or too stoned to function, a common fast food thing.
