Sounds like you're buying shitty flavorless peppers. That's a common problem with supermarket produce. Try another type. Where I tend to shop the organic green ones are much much better than the normal ones. The organic red ones are about the same as the normal ones (which is to say that they both suck). Try a farmer's market.

Thai/birdeye peppers are the best and most versatile. Serrano are OK though.
