I want to make peanut butter oat cookies but I don't have anything really. What would happen if I just

What kind of oats are you using (rolled, steel-cut, etc?
I would advise not cooking the oats ahead as they will soak up too much liquid and sog out your batter and make really runny-flat cookies.
You do need some kind of leavener. Do you not have baking soda or baking powder? You could always separate the yolks and beat them into the batter and make a meringue with the whites and fold it in like a genoise cake.

Do not precook the oats. Beat together four parts peanut butter to two part oats, one part flour, one part sugar. Whisk the eggs and fold to incorporate, then bake. The whisked egg will provide a tiny bit of aeration to get a little rise, otherwise they'd be a completely solid mass.
