It's a niu rou bing, aka beef pancake. It's a streetfood in china. Each region will have some form of it, maybe with a different name. I don't know which region the ones in your pic is from. The ones in northeastern china are also flaky and I know they make it by brushing on a roux.

You can get these at asian bakeries: they normally go by names like "beef puff" or "beef puff pastry". They'll generally also have similar ones with other fillings (bbq pork and curry are common)
