Should all restaurants, even high-end ones, fill you up and make sure you leave full and satisfied? Have you ever said anything at a restaurant who's portions turned out to be small?

Satisfied, sure.
Thats a pretty subjective thing though.
The food should be of acceptable to excellent quality no matter where you go.
High end places are something I view like concert tickets, its more for the experience vs. a lasting effect.

I'm a trim guy who used to be a fatass. Now that I'm trim I realize my portion size is about 60% of what I used to consider a normal portion size. So, my hungry friend I'd advise this: look at who the patrons are. Are the trim or are they fatties. If big portions are a priority for you choose a restaurant full of fatties. Just don't complain when a place full of trim people serves more reasonable portion sizes. Those places aren't for you.
I'm not a huge fan of eating out, but portions are usually huge in US. Still you can mention to the waitress "it was very delicious, but it could be bigger"
I am assuming you are a regular sized person, not a 400lbs obese
I'm pretty much never satisfied when I go out to eat. I guess it's because I lift.
