Because they are too bureaucratic. Like how a larger ship takes more time to turn around than a smaller one. Smaller companies are much quicker to reply to market conditions than larger ones. This is one of the reasons natural monopolies are very unlikely in a free market. That's also why all the monopolies that have occurred, historically, have happened because of State regulations, not despite them.
