Water works fine. Boil the water, and let it cool a bit. Then mix in the mustard powder, and mix to your desired heat level.

Agreed. I was simply pointing out that it can be mixed with other things if you want to change the taste. Vinegar is a good option. So is a fairly mild and vinegary hot sauce, like tabasco.
