so I'm trying to deep fry some dumplings and they don't come out like those in the picture, they're just soggy and soft

Turn up the heat or fry fewer at once.
Even if your oil's hot enough, adding shit will cool it down. Fry two or three per batch.

Are you fully submerging them in oil?
I fry them in a pan with shallow oil in small batches. Turn them every couple of mins until they get crisp. Lay them on a paper towel to drain for a few minutes afterward/
freeze them first
