Game devs (especially shitty ones nowadays) often use licensed samples for their soundtracks, and some of them are commonly used by many different devs (this happened a lot in the 90s especially between games on the same console, if you listen closely you can hear a bunch of short snippets or sound effects pop up in many different games, there are videos on jewtube that cover the samples used in old zelda games and how they even changed between different releases [ocarina of time i think].) Most devs nowadays dont use them because high quality DAWs and production equipment are now the most accessible and affordable that they've ever been in history.

I have no idea why or how Chopped picked the same sample that saints row used.
