I went back to my family cottage which we visit for vacations and found out that my brother didn't wash the pan and a pot after he finished having a birthday party with his friends. Now, the problem is that was a month ago. Can they be safe to use if I handwash them or should I just buy their replacements?

If they don't have any scratches they will be safe enough because you show concern. Just soak and wash them thoroughly. Maybe do a test run, heat them up to test for smell and kill any remaining germs.
