Hey /ck/, I'm going off to college soon and I wanted to learn how to actually cook and not just survive off of ramen. How would I go about doing that?

Make sure you're actually going to live somewhere where you can cook. All the skill in the world doesn't make up for living in a residence with no kitchen and rules against cooking in rooms.

Buy ingredients.
Follow recipes.
Eat food.
Repeat process as needed.

Something went wrong if you still don't know how to cook at that age. Find a remedial cookbook such as this one. Get a knife and keep it honed. Your knife is too dull if you wouldn't be able to cope without a cutting board. The board just makes things quicker.
Make sure to hit up the local food bank at least once a week. Preferably on delivery days when selection is good. It's free.
