Your rice cooker is your best bet. Sometimes they come with a steam basket, but you might be able to rig one up on your own if not.

yeah it actually worked very well I was just kind of wary because it was all moldy on the inside and I didn't want my buns to taste moldy. I am letting it run now, maybe it will steam clean itself.
