Hey /ck/... I just got this tri-tip and would like some advice as to how I should cook this.
I have an oven, and all the spices anyone could ever need.

I also like winco.
Usually what I do is put the roast in a bowl, rub it with whatever spices. Leave it uncovered in the fridge for a couple days. Then grill it.
I go about grilling it by placing it over the flames for X minutes depending on the pounds. For yours I'd probably leave it there for 6 minutes on each side. Then set aside on the grill, and check every 10 minutes, flipping as you do. take it off when the internal temp reaches 130F, then wrap in foil and let rest 20-30 mins.
As for the oven...I would prepare it like normal. Put it in a dutch oven, cook on 250F, check the temp every hour until it reaches 125-130. Then take it out, uncover and let rest.

Since I don't have a cast iron with a lid, I'll have to stack them in order to seal it... Or could I use tinfoil if it is making a tight seal..?

Sounds like a nice mix. Would eat. My note on that is to apply a lot of rub. Also to let it sit around for at least 1 hour after rubbing.
Well the cast iron isn't totally necessary, any roasting or baking pan would do. If you use something without a lid though, I'd cover it with foil.
I don't know if you have a thermometer. So for timing its around 35-40 mins per pound depending on desired doneness.

Oak must be used. Salt, pepper, granulated garlic, onion powder and parsley for seasoning. Trim only non-cap side and remove silverskin from cap side. Grill over oak fire till desired doneness.
