It looks like it's been scaled to me. When you remove the scales from a fish you see a pattern in the skin from where the scales are removed. If you aren't familiar with cleaning/cooking fisht then you could easily mistake it for scales. It would be very unusual to serve that kind of fish with the scales on. Scaling a fish is just as basic prep as gutting it and removing the gills.
