If there is a little bit of burnt residue left over from a pan, only a very small amount not like what's shown in the image, but it's been through the dishwasher and completely soaped, is the pan still okay to use? I just cooked and ate something like this, am I going to get food poisoning? There was small specs of black on what I cooked.
If the pan was so hot that shit got burned to black Iam pretty sure that no bacteria and no bacterial poison could have survived that.

It's perfectly fine. Just take better care of your pan next time.
Put the pan back on the stove. Add some white wine and scrape the pan with a spatula, stirring the wine. maybe toss in some garlic or shallots. If i'm having chicken I usually add some fresh rosemary too

I'm not sure about the specifics of how it happens, but dishwashers discolor certain pans and leave funky-looking patterns that can't be scrubbed off.
