Not sure if this is the right place, but where can someone buy horse meat in the US? I want to try it, but I cant find it anywhere, and the only online retailers that seem to have it are British. I'll settle for jerky if anything. I'm in the SF Bay Area if that helps

Horse meat is illegal to sell federally, you're gonna need to go to another country. Vancouver is a short flight away and you can buy horse meat there legally.

Horses are usually only harvested for meat if they've gotten too old for racing, carriage rides, et cetera. Since their main purpose is to do work, they are given antibiotics and such which help them have longer careers. If these antibiotics are used on an animal, the animal is considered no longer fit for human consumption under any circumstances by the US FDA. We could eat horses in the US, but then we would have to detract from their working value in order to have some okayish meat. It's way more cost effective to just have a system where you don't eat them.
