I've washed it out twice by hand and sent it through the dishwasher, and it still smells like rotten chicken.

Is there anything I can do to get rid of the smell or should I just buy a new slowcooker?

This sounds like it'd work. Maybe do it a few time for 10 hours each time on high and throw it outside if u want while cooking.

What the fuck, doesn't your slow cooker have a durable ceramic glaze that's almost indestructible? If not then you might want a new one. Sounds like some crack/flaw in the glaze allowed something foul to soak into the porous part of the porcelain.
Couple things you can try. Soak it in bleach which should destroy any organic material. Or put it in the oven and bake it for a few hours, which also should destroy foul smelling molecules.

what's happening is that biological material is embedded within th pits of the surface of your pot and as biofilm.

you just have to wait for it all to evaporate.
