The human body is amazing. If it's slightly unsafe to eat, our sense of smell and taste will tell us straight away.
I'm pretty fussy about limp vegetables. Sometimes they can be salvaged if they're placed in water or if they're cooked nicely.
As long as it isn't rotten freeze it make stock when you have enough saved up.

If it's just old and starting to discolor but doesn't stink, make stock. If it stinks, put it in the compost bin.

I have a friend with a few chickens, so I save veggies for when I visit her, if it's not too rotten by then. I used to have pet guinea pigs, and they were great for devouring most vegetable scraps.
