The essence of grinding is putting something between two harder thing + movement . So improvise from there.

Toast them and use anyway. They taste pretty great depending on what you're making.

Here's what you do OP. Get a baking sheet. Chew them up a mouthful at a time then spit them onto the baking sheet. Set your oven as low as it will go and bake the chewed-up seeds for 4-6 hours until dry. They will become a crust so break it into small pieces and then find a way to grind them up.

I just use whole seeds, never bought cumin powder. You can't feel them in the finished cooked dish

If you put them on a chopping board, you ca sort o grind them (but not to a powder) with the bottom of a heavy pan. It's more like bruising them, but it will allow any liquid in what you cook to enter and give a lot more flavour. They will become softer and not stick between your teeth,.
