If you live by yourself, and probably won't have more than 3 friends over to eat at a time, I'd probably go with 8 settings, or 12 if you don't like running the dishwasher much and you don't like handwashing silverware.
As far as what utensils to get in a setting, I'd probably go with four: big fork, soup spoon, teaspoon, knife. Salad/desert forks are just kind of redundant, and even if you have guests over with salad/dessert courses, no normal person would care if you give them more main course forks.
