Let me translate that a bit for you.

According to medical guidelines the average male maximum safe intake of alcohol on a daily basis is two "drinks". For females the average is one "drink" daily. This average is based on the ability of human livers to process alcohol well enough to not suffer any permanent damage. Therefore, for a male subject, on average a person consuming 14 "drinks" per week is ideally having two per day and thus is a moderate drinker, or drinking in moderation. This is not actually going to apply to every single person accurately, as variation in human subjects would mean some would only be able to have one "drink" a day without harming their health while others could have three and still not be harmed. But the majority aligns to the averages.

15/week by default means you're having at least 3 "drinks" a day on at least one day. Which is in excess of moderate and thus heavy by medical standards.

I honestly have no idea why anyone would feel the need to drink every day. If you're working, there is so little time off from work that I need to utilize for other important things as well as just to enjoy the hobbies I have. Well if you took the time to read that, you should've read the rest of their definitions, none of which in that section is defining alchoholism. They are related to alchoholism, which is a dependancy issue. 1 drink for women, two for men per night is considered a safe amount for your liver to process. 15 or more over the week is considered heavy. Binge drinking is 4-5 or more in one night. The average binge is 8 in a night. The average amount of binge drinking is once a week. None of these really make you an alchoholic unless you depend on the drinking. This is just a guide to avoid long-term health issues.

My buddy had to get a pace maker at 23, and liver failure at 27. He will be taking pills for the rest of his life because he was an alchohoic who binge drank at least 4 times a week.
