I have a huge disrespect for this sort of british complacency with bottom of the barrel quality tea. There is so much more to tea than a pretentious coffee substitute, and leaf quality really does dictate taste. Milk is acceptable for a select few teas, like darjeeling for example. It also goes well with maltier varieties of assam.
As for myself, I avoid using milk altogether and buy nai xiang or jade tea steamed in milk. It's perfect for people that aren't partial to green and oolong tea's astringency.

Don't forget that transfering water reduces its heat. Right as the boil stops is ideal for black tea, as its leaves only start opening fully at 95°C or higher. If you neglect this, the flavour will not unfold properly.
With oolong, white and green teas or similarly delicate leaves you risk burning them with near-boiling temperature, 70-85°C is ideal depending on the exact type. Also note that steeping times are reduced by up to 50% if you're using fannings or dusts.
