Either treat it with intense heat and high smoke point oil or cook a lot of fatty foods in it as it is, like bacon, sausage, etc. Sandpaper is just going to wear on the coating.

He's probably talking about the seasoning. Seasoning could be considered a coating. And unless your pan is rusty, it's seasoned. Most cast iron is sold pre-seasoned, though the seasoning is typically of poor quality.

I work as an industrial painter and i took mine to work and sandblasted it, it's smooth as a mirror now

Easier to ask a plumber for some used lead packing from a bathroom renovation. Get the pan good and hot, get the lead to the melting point, fill those crevices up but good.

The oakum is good for dental floss....
