I think I can do it without any tools, assuming I am allowed to scrounge the woodlands for wood and a rock.

Heat the end of the rebar and pound it with a rock to make the end pointy. Use the pointy rebar to poke holes in the drum. The rebar might end up being longer than necessary, as I can't think of a easy way to cut it to length, it would be doable with enough heat and rocks, but not worth the effort.

The right tools will make for a cleaner job. Surely a neighbor would let you borrow a drill and hacksaw? I'd also try to get sawsall and cut a door near the bottom if you decide to add fuel/wood during your smoke/grilling. Home depot should have some small latches and hinges for the door
