I am trying to cosplay as The Penguin, but I cannot for the life of me get the monocle to stay. Is there some sort of trick to it?

Could you really use spirit gum on that though? I thought that really only worked for fabrics.

People didnt use spirit gum back in the day when monocles were used. You can't wear it at all times. It's too much strain on your muscles. You will have train yourself how to hold it with your orbital muscles around your eye tho.

Historical Fashion nerd here. Monocles were used as a portable magnify glass. They're weren't worn any longer than the time it took to view something small through it. For this look the monocle should be attached to a chain inside a dress pocket and whiped it out for photos.

You can use spirit gum for nearly anything. But getting it that close to your eyes might be problematic.

It's a costume, I don't think OP cares too much about historical accuracy.
Just use Pros-Aide (basically a much better spirit gum) to hold it in place.
