Honestly March is probably too short of a deadline an would have to pay a rush fee for any decent commissioner. It'd be much easier to make it yourself, just find a few good base patterns and alter the pattern.

Depends on the tier of quality you want it to look like.

Doing a basic black outfit like that would be simple, but if you really wanted to get the details on there then you'd have a very tough time doing it for March unless you went full speed ahead on it.
