When governments are ready to implement cryptos they'll issue their own. And they certainly will because they would easily be able to keep 25-33% of the coins as an emergency reserve which they could stake to earn revenue. Just be really fast to buy those ICOs :3
The closest thing to what you're looking for that currently exists might be NEO, but whether the Chinese government will ever want anything to do with it is still anyone's guess. If they could gain a nice chunk (66%+ of the unallocated shares) then it would be a possibility.
