What is stopping me from starting a crypto brokerage and buying/selling crypto for boomers who don't understand the technology, but wish to capitalize on the industry?

Would I have to follow the rules and regulations that stock brokers have to follow?

SEC will probably require you have a series 7, and maybe 63. Though its not a security, they have some pretty wonky rules right now.

Also, good luck convincing boomerfags to invest in this type of volatility.
