From what I've seen that's a meme. In terms of USD/FIAT, altcoins moon when bitcoin moons, they tank when bitcoin tanks.
However, the opposite is true for direct altcoin/bitcoin pairs.

Theoretically, yes, many of the altcoins should have value independent of BTC and that would cause them to rise relative to BTC when BTC is falling. The fact that the opposite happens just shows you how young and inefficient the crypto market is.
