depending how much you want to buy, use Kraken but your jew bank might have Kraken's IBAN blocked and it's a fuckton of hassle to convince them unblock it.
If it's a small amount, there should be an exchange in your country that will allow you to buy fast. Some of them have a cap on how much money you can transfer in one go. Might be 1000 euros or 1500 euros...it depends.

Also, after you get your BTC you should transfer them to Bittrex if you want to invest in shitcoins. There are some you can buy on Kraken but not nearly as many as on Bittrex.
Later on, you can start using shit exchanges like Etherdelta if you want to buy shitcoins before they get on bittrex. Just be careful with those shitty exchanges cause many people complain about losing money due to "errors" and other shady stuff.

If you think etherdelta is somehow shady or unsafe, you have no idea what is blockchain and smart contracts and you shouldn't be buying crypto at all.
