Why does something like coinbase show a price of $4400 per btc when the actual value is more like $4200? Does this mean coinbase is scamming me for $200 dollar per 1 bitcoin?

Other exchanges are showing you the price in tethers, not dollars.

the price gaps between exchanges are generally an indicator of how hard or easy is it to get money on them, which generally cancels out any opportunity for arbitrage. sometimes it does fly out of whack though temporarily, but it never lasts long.
