They're legit. They don't allow limit sales. So you pay a shit ton in fees. Their sister company gdax is OK. No fees on limit sales. You sign into gdax with your coinbase account and cash transfer freely between the 2.

Coinbase is how I put my fiat into the crypto.
FYI. You can bank transfer money in.... It takes 8 days to clear only 1.5%. If you use your debit or credit card, it's 4% but instant.
I'd recommed you transfer into your usd account on coinbase and wait the 8 days for it. Do it weekly or monthly. That way you can make instant decisions.
