Avoid German exchanges. Places like bitcoinde are known to give out all your data.

If you're from Germany coinbase is not an option and should be avoided anyway. If you're willing to pay a small fee then just use the service to buy bitcoins on bloackchain.info. If you open a wallet account there you can buy bitcoin comfortably via ÜBERWEISUNG / wire transfer.
Or, probably the best option, but you have to get verified by sending stupid pictures first, deposit your EUR on Kraken.

bitstamp is fully regulated in EU and more professional. When you withdraw you will need to answer kyc/aml questions, like how did you get the money, why did you sign up at bitstamp, how did you hear about bitcoins, etc. And provide screenshots of the trades. The goal is to deal with clean customers and weed out all money launderers. Those who say "fuck all those rules it's my privacy they dont let me withdraw blablabla" have most likely acquired their money/bitcoins illegally.
