Why has no one started a crypto-based investment fund? Normies would be blown away by gains we consider insignificant

That's why. They didn't even let Shkreli go after making all the money back.
Couldnt someone just make an eth token, then an ICO that holds however much the token raises in various cryptos in a smart contract, and people could then speculate on the crypto market as a whole based off one token.

That sounds cool

Done, just setup the smart contract for this ICO. Send 0.2 ETH for one Crypto Share Token CST
Another idea would be a consensus model that allows people to vote on new coins being added to the smart contract's reserves, and minting new coins at a fixed price to raise money for further additions. It shouldn't cause too much dilution of value if you are constantly adding to reserves, right?
I am not sure how to work out the cross chain (btc held in a eth smart contract) so any ideas there would help maybe move this idea along.
There has to be someone working on this.

They do exist, but are only available to accredited investors aka people that have proven themselves not to be completely mindless rubes

Very interesting idea. I have been looking for a way to gain direct exposure to overall crypto market cap
