Doing the problems is what allows you to internalize the concepts.
you don't actually understand them if you can't apply them
Solving problems verifies your understanding, it's possible to think you know how to do a thing when you actually don't.

If you don't do the problem sets, then you only think you understand the concepts, but you will flounder the moment you try to apply your math "knowledge".
It's the equivalent of reading popsci books about "quantum mechanics" and not knowing how to calculate jumps in energy states
